Update kr-seo private endpoints and add Syslog UDP private endpoints #23

Previously the syslog UDP endpoints where missing from this document so lets add them. Also update the kr-seo/Seoul private endpoints as the IPs have changed after migrating the private load balancers from the kr-seo data center to jp-tok.
