(feature) Update public and private endpoint IPs #28

After migrating the API and ingestion endpoints behind our API gateway the public IPs will change. The IPs will be shared with the public API endpoints as it's the same service answering both requests.

The same will go for the private endpoints which will also share an upstream server.

Also remove the removed region kr-seo.
