I found an issue in the Telemetry page https://cloud.ibm.com/docs/openshift?topic=openshift-telemetry
The step 4 Access your cluster in the CLI should be moved before Step 3 Get your current pull secret as you cannot oc command if you're not already connected to the cluster.
