adding SLAs, regions, HIPAA information

Not sure how to move this chapter, but in addition to the content:

This section right now is under 'Tutorials' in the left NAV bar according to https://test.cloud.ibm.com/docs/writing?topic=writing-ha-dr-content-guidance#ha-dr-nav-placement this needs to be moved under 'How To' According to the sample, it should be 'High availability and disaster recovery' (i.e. remove 'Cloud Functions')

Moved to upstream repo here - https://github.ibm.com/BlueMix-Fabric/bluewhisk-docs/pull/448 and made minor changes.
