Link format update #919

When the prod framework is updated with the new link format changes:

  1. Check a few of the links in this PR before you merge it. Copy and paste them into the framework.
  2. Merge this new link format changes PR.
  3. After the builds run, test a few of the links in the framework.
  4. Run the new v2 link checker for your service and look for problems.
  5. Look in the results for issues that the script missed - example: one link had a // so it didn't get replaced.
  6. Update the TOC file. The script did not make any changes to the TOCs.
  7. Update doc links in the CLI, GUI, API, and everywhere else you can think of.
  8. Keep checking the results frequently the next few weeks as everybody else changes their links too.
