Add files for explaining Licensing and contribution, add issue and pull request template, add gitignore. Suggest copy over from https://github.com/ibm-frontend/gatsby-starter-carbon--deprecated/issues/4

Issue is complete when:

[ ] License markdown file is added to repo
[ ] Contribution markdown file is added to repo
[ ] issue template is added to repo
[ ] PR template is added to repo
[ ] .gitignore is added to repo
