Set up new site - remove things we don't need #1

Start with a clean version of the next.carbondesignsystem.com site (which is now the master branch https://github.com/carbon-design-system/carbon-website).

Site title (replace where it says Carbon Design System with IBM Front-End Development

We won't need the app switcher on the right.

Need to go through and delete all the stuff we don't need.
