update npm package @cloudant/cloudant to 3.x for nodej10 #167

it remains at 2.x for nodejs8, for nodejs10 bump to 3.x https://github.com/cloudant/nodejs-cloudant/blob/master/api-migration.md#2x--3x

This is already updated to cloudant 3.x
