Update: I just reviewed this PR again. It does 3 things, two of which are valuable :neckbeard:

1. Uses consistent quoting in the CI config file (useful, but not valuable 😁 )
2. Refines the text a bit in the notebook. (recommended)
3. Adds a link to the new notebook to the top-level README.md, but also says that "Colab support is coming soon." (recommended, but should be changed when @vazirim adds the second implementation notebook.)
