JAWS browse mode broken in dropdown dialogs #511

For a TooltipDialog opened from a HasDropDown (with dropDownType="dialog"), the JAWS Ctrl-Up and Ctrl-Down key doesn't work, so a JAWS user can't read the TooltipDialog's boilerplate text.
