Update criteria used to indicate an application has been successfully upgraded. Two reasons:
Not all the applications (e.g. MVI) use Failure condition, and will never pass the criteria
Be consistent with the way suite-app-verify assert that an application is configured properly (by checking Ready condition only)
Test evidence ran in fvtupgrade, where all the apps (MVI included) had been successfully reconciled and task had validated it correctly (oppose to previous behavior or upgrade task for MVI failed when actually upgraded had worked fine)
