Support CP4D usage via private mirror registry #515

This will almost certainly require updates in ansible-devops, but first we must deliver automation to support mirroring the content for the appropriate version of CP4D.

This will be a blocker for ibm-mas/ansible-airgap#47 and ibm-mas/ansible-airgap#48 as they both require services from Cloud Pak for Data.

@durera @caroazad any work left on this? Should we prioritize it to be done within the next couple of months? Is it worth it to maintain this here in ansible-devops tracker or will that be covered in https://github.ibm.com/wiotp/tracker/issues/11786 ?

All the work for the cp4d and dependencies for assist, predict and hpu have been added and tested in airgap.
