[patch] MAXMIS-748: add Civil defect detection suite #1327

New pytest suite being added here: https://github.ibm.com/maximoappsuite/fvt-ibm-mas-manage/pull/488 (civil-api-defectdetection will be home to future tests for the Defect Detection app)

Civil's tests really only have a dependency on base-setup-is, so I've added to the end of phase 1. I presume this is appropriate
