Update Dockerfile #456

There seems to be an error in the url for the mq installer file. The mqadv_dev912_linux_x86-64.tar.gz file doen't exist however the mqadv_dev921_linux_x86-64.tar.gz file does (not 912 vs 921)

Thanks for the PR. The copyright statement needs to be updated to reflect the year of the most recent change. Also you need to indicate that you accept the CLR: https://github.com/ibm-messaging/mq-container#issues-and-contributions
