This PR creates a new ingress template to allow for creating an ingress for mq or web traffic

Updates the values.yaml
Updates the service-loadbalancer.yaml to allow for LoadBalancerIpRanges that can be added via an overrides file. Default is empty.
Updates the README in the templates directory to reflect the changes
Adds a new entry to the notes template
