VPD: System VPD Backup and Restore #1141

The system VPD will be stored in one of the FRUs. This epic includes:

Way to identify what critical data from the system VPD needs to be persisted.
Figure out which service will persist the data.
Restore the critical system VPD data from the persistent store to the VPD EEPROM upon replacement of the FRU containing system VPD.

This function is now is a driver. There is one other piece where we will need to block the IPL if the system VPD is blank in both cache and hardware, I will open a separate story for that.
