VPD: Reconcile Open-power-vpd parser and IBM VPD parser into a single app

This epic is to track work needed to deprecate the old YAML driven open power VPD parser and instead switch over to using the runtime JSON driven VPD application. This will enable any of our Openpower partners/IBM system partners to simply use a single app for all their IBM VPD needs.

The work involved would be:

• Add support in the JSON to selectively add all records/keywords to the inventory. The Openpower VPD parser does not do this, for example.
• Add support for various other encodings such as BuildDate, UUID.
• Test the new implementation on Witherspoon (and possibly Mihawk) systems.
