Add required attributes and targets for PRD, eCMD-pDBG and pDBG

New attributes: Add below required new attributes by eCMD-pDBG, PRD and ekb HWPs.

• CHIP_UNIT - This attribute consumed by eCMD to get target continues numbering.
  • CHIP_UNIT attribute need to use to fill CHIP_UNIT_POS instead using FAPI_POS because CHIP_UNIT_POS need be local index under specific proc instead global index , for example, core target position need to 0..31, 0..31 for two proc instead 0..6. Note: CHIP_UNIT and CHIP_UNIT_POS are same but CHIP_UNIT is consumed by HB and CHIP_UNIT_POS consumed by ekb HWPs.
• REL_POS - This attribute will contains relative position for immediate parent target
• FAPI_NAME - This attribute required to get FAPI target name and it will use to add trace during any HWPs failure.
• BOOT_PAU_DPLL_BYPASS - New attribute expected by sbe config update hwp's which is updated in latest ekb else ipling will fail.

pDBG requirement:

• Need thread target under each core to do register access by pdbg when doing thread level access for scom.
• Need to update index property as local scope within proc instead using global index. For example, core target position need to 0..31, 0..31 for two proc. It will use for scom to access HWs.

Thread target:

• Thread target not modelled in MRW so, the genDTS tool will add thread for each core (Max used 4 thread for a core). https://github.ibm.com/phal/pdata/commit/e16920b283cb6ab4161ec4ae9c62930fe4edc509

pdbg Index property:
