add DEPENDS in recipe as phal is used in faultlog application #96

faultlog use phal api openpower::phal::pdbg::getLocationCode, and pahl is from IPL repository so need to add DEPENDS on ipl repository in the openpower-hw-isolation recipe,

also do check if any wraps need to be added for openpower-hw-isolation repository
