Add opt-out mechanism #39

Summary

Users should be able to opt out of telemetry data collection. This tracks adding an environment variable which can be set to disable collection.

Name/value of envvar TBD. Will be defined in the tech design

This is done, but leaving the issue open since the tech design needs to be updated and a pre-canned blurb about what we collect and how to opt out needs to be generated and incorporated into the project's readme.
