script to add new database and copy permissions over - issue #105 #110

creates new events database
reads permissions from the questions database
writes those permissions to the new events database

To be run once (although it would do no harm to run multiple times)

I've tested this on a separate account and the permissions from questions was moved over. This needs to be executed once when we deploy the events epic. I don't really know how the CI bit works, but it could be done there or manually.

OK so this isn't something we want to merge into the codebase as it's a one-off, let's just keep this PR open and link to it from the other parts of this ticket - I can take care of running this when we merge the other parts.
