Enable filtering on whether the question has an accepted answer or not #54

This relies on https://github.com/ibm-cds-labs/soingest/issues/8 which would allow us to get data about questions that have been answered (currently we only get open questions).

One we have that, we should be able to still see questions that have been answered if we want to - but by default these would be excluded.

The filtering is in place, the soingest ticket will improve the quality of the data we're filtering on when it is completed
