Update UBI to 8.6 #23

UBI 8.6 is available. Red Hat may only release some fixes for UBI 8.6 and not for 8.5. Please update the Semeru images to use UBI 8.6. We need to publish Liberty images with UBI 8.6 before June 10th to comply with the 30-days window for update (CISO requirement).

@leochr Semeru OE images are updated to the latest version and the images are published at ICR.io. Semeru CE images will be published in couple of days mostly by 3rd June.

This issue can now be closed as the images are updated to 8.6 for both OE & CE releases.
