Add FIPS exclude tests for x86/p/z linux platforms

This update add the FIPS exclude tests for x86/p/z linux, because the NSS FIPS is supported on x86/p/z linux.

Update the FIPS exclude tests list on OpenJDKNext, since the NSS FIPS is supported on x86/p/z linux platforms. Once this PR approved, then I will back port the changes, to extend the FIPS exclude tests list on p/z linux platforms.
