Copy configured values to relevant UMA properties in .spec files #157

A user might set environment variables, like CC or CXX, or use the --with-toolchain-path option to configure to select specific tools: those choices should be passed through to OpenJ9 makefiles.

This change affects all platforms but I only tested Linux. It has introduced a problem on AIX. Reverting this change until the problem can be fixed.
