Rename .esapi directories and document changes #166

In recognition that using a hidden directory is 1) mostly just STO, and
2) confusing ESAPI developers and preventing them from updating both versions 
of ESAPI.properties, it has been decided to change the *default directories* of 
where ESAPI looks for ESAPI.properties and its other configuration files from
'src/test/resources/.esapi' and 'configuration/.esapi' to
'src/test/resources/esapi' and 'configuration/esapi' respectively.

Then document how developers can still place this in hidden directory
(e.g., .esapi) via passing in the System property 'org.owasp.esapi.resources' 
to some path name containing a hidden directory.
