checkId() being called hundreds of thousands of times on log-in. #10

Currently just the act of logging in causes the relay.php method checkId() to 
be called hundreds of thousands of times. 

The seems, at least in part, to do with the fact that records in the 
relay_filesystem table are being duplicated many times.
