Update for BOPTEST v0.4.0 #118

Now that BOPTEST v0.4.0 is released and BOPTEST-Service 0.2.0 (with support for BOPTEST v0.4.0) is deployed, this issue is to update boptest-gym as-needed for BOPTEST API changes.

Glad to see this is closed @JavierArroyoBastida thank you for addressing. A reminder you may want to specify in the README which version of BOPTEST the current version is compatible with. Also reminder https://github.com/ibpsa/project1-boptest-gym/issues/93 in terms of suggesting tagging/resleasing versions of boptest-gym, which could then be set as compatible with versions of BOPTEST.
