Issue465 multizone office simple hydronic finalize

This is for #465 and will add the multizone_office_simple_hydronic test case. It follows PRs https://github.com/ibpsa/project1-boptest/pull/618 and https://github.com/ibpsa/project1-boptest/pull/469. This version of the model compiles with OCT as described in this comment.

[x] Documentation edits in index.html, including new I/O descriptions and floor plan figure
[x] Transfer doc edits from index.html to .mo.
[x] Update release notes

[x] Submit final wrapped fmu

@icupeiro I made all the updates and unit tests are passing. Anything else after a final review? I think this is basically ready to go at this point.
