Currently, it looks like the content of the web directory and the content of th egh-pages branch are identical. Instead of using the gh-pages branch one can also use a directory named docs: https://help.github.com/articles/configuring-a-publishing-source-for-github-pages/#publishing-your-github-pages-site-from-a-docs-folder-on-your-master-branch

So, by renaming the directory web to docs, the special branch gh-pages would become superfluous. Unless, of course, if there are differencs between the web dir and the gh-pages branch that I did not see.
Different branches can have different access rights.
