Collect submission process

We have been talking about making an admin screen and I think this would be 
another useful feature to add to the admin screen as people will want to select 
one behavior to save money and another behavior for slow connections that will 
timeout.

In remote areas where 2G/3G mobile sim card are used for sending data. It gives 
genric error, while trying to send data.
It seems that all data of response is send in one post including its photos, 
this results in a large size post data.
can we break it into smaller chunk so that each media goes as a one separate 
post.

Or any other soultion to get around this.

Could add 2 options -- wiFi vs. Cell, and small vs. large transmission sizes.  
The small transmission size could be just the filled-in form and a single media 
attachment, to support uploads from very-low-bandwidth network paths (e.g., 
satellite uplinks).
