Add missing dependency #4

This was one of the issues in #2. The SHA was also wrong (it was arch-specific).

Not sure we need libev, since I am compiling LWS with libuv. But let's see whether this helps...

Yes, I was wrong to point to the arch-specific SHA. :( Should have let Docker figure it out. But was he running CItadel on a non-ARM?
