This PR works in coordination with https://github.com/ic-hep/pdm/pull/425 to pick up the pseudo monitoring entry for small files. They should therefore be merged together.
It also contains some a unified/ smart way of reporting file sizes/ transfer amounts/rates that scale with the quantity to ensure they look good when printed on the UI
