E-mail address verification #428

We should check the addresses of users registering. This probably involves generating a URL containing a base64 encoded token, which references the web interface. The Web interface can send the token to the user service to confirm the account.

The backend part of this is now merged in #433... The only thing left to do is the web interface update...
