Add Location plugin and update events to use it #262

Add new Location plugin and model to capture information about locations (Google map, details to show, fluent content)
Add primitive views to show listing and detail pages for locations
Add an FK from EventBase to Location so events can be assigned a location
Render general details and related upcoming & visible events on Location detail page.

@cogat suggests mix in ListableMixin and HeroMixin to the Location model

Other pending work:

write unit tests for Locations plugin
fix Travis failures (if they are actually related to the new features)
