The puppet-nsd module has no association with Nagios whatsoever (e.g. requiring a corresponding module for nagios). Therefore nsd::zone::nagios looks a bit out of place. From my point of view, it would be better placed in a dedicated module.
The respective code in nsd::zone is commented out.
The parameter nsd::manage_nagios is disabled by default and even if one were to enable it, it would not have any effect.
