bugfixes + UI impovements #20

bugs:

icapslogo now aligns with title textbox (I made it slighty bigger)
moved layouts for news pages (they now only apply to content in the news section)

improvements:

reduced the opacity to the icaps logo; I think it looks better, slightly see-through
reduced the sizes of the default h1/h2/h3/h4 elements. each one is now the size of the previous one (i.e., h1=h2, h2=h3 etc). I think this is better, as h1 was really large before and especially ugly when the page contains a smaller amount of text

Hi @dharabor the website renders correctly and I think the changes you have made to styles are very sensible.

No worries, @dharabor. I do not have an opinion on that one :) My only observation is that the banner could be smaller, beautiful as Melbourne evening sky is. On Full HD laptops I am not sure how much of the video is visible (on my 4K desktop monitor I can only see half of the Youtube video).

Feel free to send another PR anytime. Also, let's make official that for changes that do not affect the layout of the site (content etc.) we do not need to go through the review process. Those changes should not break the website and should be safe to apply directly.
