seal descriptions can contain citations from the original #1047

Seal description can contain citations from the charter itself (e.g. in the abstract of https://www.monasterium.net/mom/SaeuOCist/1355_II_22/charter, https://www.monasterium.net/mom/SaeuOCist/1389_XI_29/charter and many others in this fonds), so they are not covered by cei:legend. For this use case, it would be good to allow cei:foreign in cei:sealDesc, cei:seal and cei:sigillant)
