With the new skos-editor (thanks to @NTsch !) can modify existing SKOS-files and publish them through the general MOM-CA reviewing/moderator pipeline. This would allow for users to create new skos-files as well. To achieve this the following additions to the skos-app seem to be necessary:
[ ] Menu in my-archive: "create new SKOS-file"
[ ] User interface asking for
[ ] ID of the conceptScheme (checked against a pattern like [A-z]\w+) for skos:ConceptScheme/@rdf:about)
[ ] prefLabel of the conceptScheme in at least one language (skos:prefLabel)
[ ] brief description (skos:note)
[ ] top concepts (ID, checked against a pattern like [A-z]\w+)
[ ] creation of a skos-file with a minimum data template in the user space with a uuid as file-name and atom:id
[ ] this file would be updated with the description of the skos file and the top concepts from the user interface
