Currently the user only gets a small "Success" notification in the SKOS editor when publishing changes. Instead, the user should be taken out of the editor and to a notification that the vocabulary has been handed over to the moderator. This notification should include the address of the moderator, so that the user can get in touch with the moderator directly.
