CEI schema and cei2html modifications for display of bibliographic data #1082

This PR changes some aspects of how bibliographical data can be used in CEI and how it is displayed in the charter view on Monasterium. This is needed for importing the bibliographic information used by the Fontenay collection.

This should close the following:

We've decided not to prevent this kind of duplication of notes, since it is not an unexpected behavior or a bug, but merely a result of how the Fontenay TEI is written and converted to CEI. Trying to evade it would only introduce more problems.
