SKOS-Editor should not be displayed if no private copy of the vocab is saved #1129

The editor currently displays as usual even when no corresponding vocab file is saved, but none of the buttons and services function. It would be better to not have the editor display at all and instead be replaced with a note that a vocabulary file needs to be saved in order to use the editor.
