TEI namespace #942

MOM-CA uses different namesspace for TEI data: http://www.tei-c.org/ns/1.0/ and http://www.tei-c.org/ns/1.0 (https://github.com/icaruseu/mom-ca/search?q=http%3A%2F%2Ftei-c.org%2Fns%2F1.0%2F). Offical namesspace is http://www.tei-c.org/ns/1.0. This should be harmonized on code and data side.

Agree but not sure if this slash does any difference....

Would suggest removing label bug and add milestone data quality
