When the IJP loads or reloads the JobTypes from the configuration it should ensure that for each JobType there is a corresponding Application in ICAT whose name matches the JobType. In the first instance, we will set the Application version to "1.0"; a future revision could add a version attribute to the JobType, but this depends on how the User Story evolves.
