Add DLS restore option in Download method #337

We are now working on a restore node and we will need a DLS restore option in the Download method.

The DLS restore option will probably have a different download size limit that the other options (https and globus). STFC will need to discuss it later with DLS.

Furthermore, this DLS restore option will be only visible for DLS staff (or instrumentScientist). This means that an InstrumentScientist should be able to restore data not only from their beamline but also data from their own visits (that can occur on other beamlines).

I call the option "DLS restore" but this name can be changed.

This requirement has changed after a meeting at DLS. Initially it will be available for any user, if DLS storage is "full" or if we are having issues with the tape system then a message will be added in TopCat and if necessary remove this option from the download method list. For the preprod test in June 2019, only a configuration change should be necessary in TopCat.
