VTG gate file upload #89

Currently if you open the envelope icon in the Plot window of an OBX file to import a VTG gate file - all files (like Excel, word, TIFF, etc) are visible

It would help to narrow down to show only VTG files by default (no need for scrolling and looking for the correct file, especially when the needed file is in the Downloads folder which usually has lots of other irrelevant to this case files.

add File filter to Open Dialog-should centralize this class, this may be out of scope.
