[ ] add new optional argument to /QuTune
[ ] change parse_qasm function to contain and run plugins (the original parse_qasm becomes a callable function inside the new parser)

it is still not clear for me why we'd need a new address /Custom. Can we start with just using (and extending) the current /QuTune address and see where it will break?
