[x] Add Axon function to loop through axons and upgrade to new proxy
[ ] Add timer to kick off upgrades on post upgrade.
[x] Add upgrade scheme as listed on https://internetcomputer.org/docs/current/developer-docs/build/cdks/motoko-dfinity/language-manual#actor-class-management

Added in v2.0.1

Did not add timer....must manually call upgrade_proxy
