Format for PGC orders #18

Make a common PGC order form for all bulk requests. Such as: Cat ID, bit depth, Multi/Pan chrom., custom (pansharp etc.)

@hlynch @helen-eifert @samiradaneshgar @salvatore7117 Here are the parameters to provide PGC for bulk requests. 1-3 will probably be the same for the entire order. Then list Catalog IDs (4) 1) panchromatic or multispectral (P/M)? 2) bit depth (8,16 unsigned integer) 3) special processing (e.g. raw, pansharpened, or projection/radiometric correction other than ns3031) 4) Catalog IDs There is a form here: https://docs.google.com/spreadsheets/d/1wTLRceaxTrIhrzPoQchB2AvA5mgkiv_wUUT7j42QzNk
