Add 64 pin variant. #55

64pin variant of the ch32v307's are now available at LCSC! I've put in a small order for some. (200pcs available, lets see how long they last)

Is this good enough to be merged or did you find any issues?

This looks good! I'd probably avoid getting this board fabbed just yet. Since the 64pin MCU gives us more room, we can probably add things back to the design that were taken off.
